All activities in wetlands and associated buffer areas or waters of the Reservation involving changing of drainage, clear-cutting, discharge of dredged or fill materials, draining, dredging, dumping, excavation, filling, grading, placing objects, or any other physical alteration thereof are subject to regulation under this chapter.
