For the purposes of determining the extent of wetland waters of the United States, the Tribe shall rely on a wetland area delineation from a final aquatic resource report issued by a certified professional wetlands delineator approved by YTEP. A delineation of nonfederal wetland area shall be performed by a certified professional wetlands delineator approved by YTEP, using methods described in the Corps’ most recent effective Wetlands Delineation Manual and its applicable regional supplement; provided, that a lack of vegetation does not preclude a determination that an area meets the definition of wetland.
