If no candidate is determined to be the winning candidate in a primary or run-off election, and the Election Board is unable to determine by the votes cast which are the two top candidates, a special run-off election shall be held and will include the candidates necessary to include the top two candidates and any other candidates receiving the same number of votes as either of the top two candidates. A special run-off election shall be immediately noticed and shall be held not more than 45 days from the date of the run-off election certification.
