In accordance with Article III, Section 9 of the Constitution, when positions remain unfilled after the primary election, a run-off election shall be conducted within 45 days of the primary election certification and in November following the primary election. Voting shall be by secret ballot. The run-off election shall be between the two candidates receiving the most votes in the primary election. The candidate receiving the most votes in the run-off election for each position shall be elected.
