It is the purpose and intent of this chapter to authorize the Authority, with the Council’s oversight and on behalf of the Tribe, to do any and all things necessary or desirable to secure public or private financing or the financial aid or cooperation of the federal government or other funding source in the undertaking, construction, maintenance or operation of any project by the Authority.
