In accordance with Article XI, Section 1 of the Constitution, an eligible voter shall have the right to propose any legislative measure by initiative placed on the ballot at a primary election. If approved by a majority of those participating in the election, the petition shall be in full force and effect immediately upon certification of the election results by the Election Board.
