It should be the goal of the utility authority that all employees that are newly assigned to operate the utility systems shall receive instruction from an experienced operator. It should be the goal of the utility authority that operators maintain current knowledge of water system operation techniques and otherwise meet current certification standards.

A training plan for the water system operators should be developed which will provide for upgrading of knowledge and skills in water utility operations, maintenance and management, and any other skills and knowledge deemed necessary or desirable by utility authority management.
