(a) Complaints are an indirect measure of air quality and will be used by the SMC in identifying smoke-affected areas where burn impacts may need to be reduced.

(b) All public comments will be recorded in a diary kept by the SMC. Documented complaints provide important additional information when planning burning advisories and analyzing the impacts of burning activity. Accordingly, the SMC will receive and respond to such complaints, to the extent that such activity does not compromise overall program management needs. [Plan § 3.9, adopted, 10/1/2003.]
