The Yurok Tribal Gaming Commission shall be authorized and hereby is directed to promulgate, subject to review and approval by the Tribal Council, detailed and comprehensive regulations for the implementation and enforcement of this title. Said regulations shall describe and establish the rules for each specific Class II and Class III gaming activity to be authorized to be conducted on the Yurok Reservation, and no form of such gaming may be conducted on the Yurok Reservation without prior approval by the Yurok Tribal Gaming Commission. Pending approval of the Yurok Tribal Gaming Commission’s regulations by the Yurok Tribal Council, any interim regulations that the Yurok Tribal Council may adopt shall govern gaming on the Yurok Reservation.
