Prior to certification of a petition, the Election Board shall forward a copy of the proposed or referred measure to the Tribal Attorney for review. At the request of the Election Board, the Tribal Attorney may review the petition and measure solely for the purpose of determining whether it meets form requirements under this chapter and would be valid under the Constitution if adopted. If requested by the Election Board, the Tribal Attorney shall issue an opinion on the form and constitutionality of the measure within one week of receiving it, along with supporting reasons for that opinion.
