An eligible voter may file a petition for an initiative, recall of an elected official, or amendment to the Constitution. The petition must meet the requirements of this title. Upon the receipt and certification of the petition, an election will be held on the proposed measure, recall, or amendment to the Constitution in accordance with the procedures set forth in this title.
