The utility authority shall set the fees for utility services provided by the utility district. The fee schedules shall be based on the costs for operation and acquisition of the particular service provided or estimated average annual costs for operation of all services and may also include contributions to a Yurok Tribal utilities capital improvement fund. The fee schedules shall include a basic rate for all services, payment of which shall be required of each customer regardless of whether, or the extent to which, the customer uses any of the services, and other fees, charges, penalties and assessments which the utility authority is authorized to levy as provided under various sections of this title.
