No connection, reconnection with, disconnections from, or other private use of any utility district water or sewer system, appurtenance, or other utility service or facility shall be made without a written permit by the utility authority. No construction of or connection to any private water or sewer system, or other private utility is authorized without written permission from the utility authority. The utility authority may require such site or plot plans or evidence of ownership or land assignment from the permit applicant as it determines are necessary to decide whether or not a permit should be issued.
