The utility authority shall recommend amendments to this title that it believes necessary to promote the efficient, cost effective and self-sufficient operation of the Yurok Public Utility District, and shall present such amendments to the Tribal Council for approval and adoption in compliance with the Constitution of the Yurok Tribe.
