The utility authority shall determine the distribution of funds required for the operation, maintenance, and management of the Tribal Public utility district in conformance with the annual budget approved by the utility authority and approved by the Tribal Council.

The utility authority may approve emergency expenditure of finds for a nonreoccurring item that is in excess of an approved budget only when the item is absolutely necessary to prevent the loss or interruption of essential utility services and/or to safeguard the physical health and safety of customers, personnel, or the public.

Disbursements shall be made by officers authorized by the board of directors of the utility authority or employees properly designated by the utility authority. All checks written on accounts shall be signed by two individuals, one officer and one staff of the utility authority.

Cash receipts will be deposited intact into the depository promptly. Written receipts, issued in numerical sequence, shall be issued for all cash received, and copies of all receipts shall be filed and retained for accounting and audit purposes.
