The utility authority shall establish an annual budget for the provision of utility district services. The annual budget should include provisions for operation and maintenance, administration, personnel, public liability and other insurance, a capital reserve account for major repairs and replacements, income from user fees, loans, and grants, and debt service. The annual budget shall be approved by the Yurok Tribal Council after adoption by the utility authority. In addition, the utility authority will prepare a 10-year capitalization plan for approval by the Yurok Tribal Council.
