The utility authority shall convene public hearings to discuss changes in utility rates or user fees, regulations affecting provision of service, addition of new services, or changes in the Yurok Public Utility District boundary. All users of utility district shall be afforded seven days’ public notice of such hearings, and adequate notices shall be posted at appropriate public locations within the communities.
