All improvements installed and constructed in connection with a subdivision shall conform to Tribal standards and shall conform to all of the conditions imposed upon the approval of the preliminary subdivision plan. If at the time of approval of a parcel map or final map the required off-site improvements have not been completed and accepted, the Tribe shall require the subdivider to enter into an agreement with financial assurances payable to the Tribe as a condition precedent to such approval, in order to ensure completion of the improvements. Such improvements that are deemed necessary for a project by the Subdivision Administrator or Planning Director shall be set forth in a subdivision improvement agreement.
