No final or parcel map within the Yurok Reservation shall be entitled to be recorded with the county recorder or have any validity until the final or parcel map has been prepared, approved, and acknowledged in the manner prescribed in this title, except in the case of overlapping jurisdiction when otherwise agreed upon by the relevant governmental entities.
