This chapter shall apply to all persons and entities throughout and within the Yurok Reservation and territory over which it has jurisdiction, including over all lands, waters, riverbeds, submerged lands, properties, air space, minerals, fish, forests, wildlife, and other resources, and any interest therein now or in the future. This chapter shall also apply to any off-reservation conduct that causes material on-reservation genetic trespass or contamination by genetically engineered organisms.
