A person commits the offense of manufacture of a controlled substance if the person manufactures, compounds, converts, produces, derives, processes, or prepares, either directly or indirectly by chemical extraction or independently by means of chemical synthesis, any controlled substance. Any person who violates this section shall be subject to a minimum fine per manufacturing incident of at least $4,000.00. In the case of amphetamine, opioid, or methamphetamine, the fine shall be at least $5,000.00 and restitution. The fine specified in this section is a minimum fine and does not limit the imposition of a greater monetary sanction or additional sanctions.
