This chapter and the Tribe’s power to enforce shall apply to Yurok Tribal members and all persons on lands within the Yurok Reservation. Any person within the Yurok Reservation, regardless of Tribal membership, may be charged with an offense under this chapter. In accordance with the findings of YTC 15.10.020, a person’s action or conduct threatens or has some direct effect on the political integrity, the economic security, or the health or welfare of the Tribe or Tribal members if that person is involved in the production or distribution of a controlled substance or nonmedical marijuana within the Yurok Reservation.
