If a request for a hearing to contest the validity of the registration is not made within 20 days, the registration is confirmed as a matter of law and the person requesting registration and all persons served must be notified of the confirmation. The deadline for requesting a hearing may be extended to provide respondents who are deployed on active duty in the armed forces or are seasonally employed outside California with an adequate opportunity to respond.
