The Court shall resolve child custody disputes by issuing a parenting plan allocating decision-making and custodial responsibility between the parents and any intervening family members on the basis of the best interests of the child with due consideration of Tribal custom. In determining the best interests of the child, the Tribal Court shall consider all relevant factors including those factors enumerated in YTC 13.25.010 and in this article, Parenting Plan.
