Council recognizes that a person previously excluded under this chapter may subsequently reform his or her behavior sufficient to permit reintegration with the community. A person requesting dissolution or modification of an exclusion order under this chapter shall have the burden of demonstrating a real and substantial change in behavior justifying modification or dissolution of an order.
