The Tribal Court shall not have jurisdiction to hear violations or complaints under this chapter or claims brought by Tribal members to enforce provisions of this chapter. The Tribal Court shall have jurisdiction to hear claims brought by Tribal members that this chapter violates or otherwise conflicts with the Constitution and to hear civil suits alleging that a person filed a false, frivolous, or malicious ethics compliant under YTC 1.15.410 through 1.15.450.
