This Constitution is a delegation of specific tribal authority from the Yurok People to the Tribe’s governing bodies and this Constitution hereby reserves to the people all authority not delegated

to the Tribe’s governing bodies. Members of the governing bodies shall have no authority to act inconsistently with the objectives enumerated in the Preamble to this Constitution.
